COMMISSION IMPLEMENTING REGULATION (EU) 2015/763 of 12 May 2015 imposing a provisional anti-dumping duty on imports of certain grain-oriented flat-rolled products of silicon-electrical steel originating in the People's Republic of China, Japan, the Republic of Korea, the Russian Federation and the United States of America.

The commission said, the survey found that the lower-price importation had caused "serious damage" to the local steel mills in union, and local mills were forced to lower the prices under their production costs to compete with imported products and maintain the market share. In the past 12 months to June 2014, the share of Chinese and other five exporters in the EU CRGO market rose by about 3% from 2011, up to 48.3%. At the same time, the market share of European producers dropped form the highest 58.4% to 57.6%.
At present, the total amount of EU market is about 400 million Euros (about 450 million USD), in 2013 the comsumption of CRGO in EU reached 331 thousand Tons and imports accounted for 45.3% of the local market share. However, the EU commission also stipulated the minimum import price, considering the demand of the terminal electronic equipment manufacturing industry and without damaging the product competitiveness of end users and the potential destruction of industry investment. Minimum import price set by following three categories:

If the untaxed import price is equal or higher than above minimum import price, then anti-dumping duty shall be exempted.
